Kutsuki Onsen is a mountain thermal spa deep in the Kutsuki Valley of northern Takashima City, Shiga Prefecture, a remote highland basin surrounded by the forested ridges of the Hira and Biwako-Hira mountain ranges that separate Lake Biwa from the ancient Obama Bay fishing port, where the Saba Kaido (Mackerel Road) once wound through carrying salted fish to the kitchens of Kyoto.
