In Bad Steben, in Bavaria's Frankenwald region, a mineral spring was already documented in 1443-1444, making this one of the region's oldest spa sites. In 1832 the town was granted the title of "Bayerisches Staatsbad" (Royal Bavarian State Spa), and the following year the municipality sold its springs to the Bavarian state. Between roughly 1837 and 1850, a bathhouse designed by architect Leo von Klenze went up, complete with a colonnaded hall, alongside the first spa hotel and the first spa park.

Today's therme grew out of the Jean-Paul-Bad building constructed between 1974 and 1979, later expanded with a wellness dome added in 2007. Its water stands out for a naturally high carbonic-acid content and for containing radon, a rarity among Central European spas, alongside an outdoor saltwater pool with a concentration of roughly 10-12 percent.
